The theory of learned helplessness was presented by Martin Seligman in the late 60s and the early 70s. According to this theory, the previous mental learning had a tremendous impact on future performance. Learned helplessness is a cognitive process that teaches people that staying in such a state leads them to passivity and inactivity, and can keep people stuck in the quagmire of backwardness. Previously, some authors presented articles on the theory of learned helplessness and development, but in this article, the connection between the two and the effect that learned helplessness has on self-concept is discussed. The purpose of this article is to identify the factors that play a role in the lack of development of societies in order to guide them to the path of development by raising developed people. In this research, there is a kind of correlation and causal relationship between two variables: the independent variable - the role of learned helplessness - on the dependent variable - development process. The method of collecting data is in the form of library and documentary studies. The difference between the real self and the ideal self is the beginning of tension and intellectual conflict, and such a process is associated with the thinking that no matter how much effort is made to get out of helplessness, success and progress will not be achieved, and this is exactly the basics that Seligman teaches us in Learned Helplessness.

The adoption of intermediate plans for development and progress is based on policies that are in the form of specific objectives and legal mechanism and executive plans. As in many cases, the weakness in implementation can be traced to policies. Accordingly, due to the imbalance between consumption and demand in the management of water resources, one of the reasons can be sought in the form of policy-making and planning. However, water policy-making and planning in Iran has not been a fixed one and has undergone many changes in social and political contexts. Most of the developments in water planning and policy-making are between water programs before and after the Islamic Revolution; developments in medium and short terms are also evident. To identify these developments through a qualitative approach and the inductive content analysis method, the text of development plans and documents has been studied. Since the Islamic Revolution, these developments have been more influenced by the political discourse of the government. The results also show that development programs in Iran have not been sufficiently coherent in terms of the sustainability of water resources. In fact, the change in policies related to the exploitation of water resources during this period has led to the rupture of various development programs of the country from the perspective of water management.

The human capital theory has played an important role in the introduction and effectiveness of higher education in the development process. The purpose of this article is to study the human capital theory from the viewpoint of political thought and extract its policy implications in the realm of higher education; accordingly, the implicative narrative theory has been used as a conceptual framework and implication research as a methodology. The findings of this paper suggest that the human capital theory based upon utilitarianism provides theoretical and normative bases of an economic approach and market model in higher education. With an overemphasis on the economic dimension of education and giving priority to economic goals, the human capital theory has ignored many other non-economic and intrinsically important functions and goals of the higher education system. This allows the conclusion that the application of human capital theory in higher education suffers from the same reductionist view and shortcomings of utilitarianism, and does not have sufficient theoretical efficacy to offer a comprehensive and multi-dimensional image of the higher education system in the development process.

Considering widespread implication of development projects, it seems that development is the only solution for elimination of problems such as poverty, starvation, insecurity and eventually justice. Developmental state and good governance theory are two major development theories which formulate the attainment of the mentioned goals. Developmental state theorists argue that development achievement requires a powerful state while supporters of the good governance idea, believe that development depends on elevating the governances quality and creation of trust between state and citizens. These two theories have many theoretical tensions. In this article we investigate such tensions and have come to the conclusion that developmental state and good governance theory have no discrepancies. Actually implementation and dissemination of good governance needs developmental state, in the other words, it is prerequisite for good governance.

The present research examines, within the context of political thought and using the analytical-interpretive method, the most important theoretical assumptions of Amartya Sen’s capability approach, and investigates its effects on the field of gender equality. Here it is argued that understanding development and its impacts on equality and justice cannot be separated from its underlying philosophical implications. In this context, gender-based study of theories of development suggests their failure in the field of women’s issues and their gender-related barriers in benefitting from the opportunities and real sources of life. These approaches either adopt a passive attitude toward women or overlook their abilities by having an abstract conception of freedom and equal opportunity. Capability approach, which is the basis of Amartya Sen’s humane approach to development, provides us with a comprehensive perspective in this regard. By establishing a link between freedom, justice and democracy, Sen considers the empowerment of women to be the axis of development. In this approach, in order to fulfill women’s instrumental freedom, development should focus primarily on women’s empowerment and then provide suitable external conditions for them to express themselves and to have their power of selection.

Higher education as a human resource development and production of knowledge system play an important role in economic development, social and cultural rights in any country. The role of human development, particularly in developing countries and experienced professionals, especially faculty is undeniable. In this twenty-year perspective can be considered for future community development. In this document, the need to develop human resources with advanced knowledge, enabling the production of science and technology, human resources and social capital rests on top of emphasis. Hence the importance of higher education can be realized in the future development of the country. Thus, the nature and quality of an institution of higher education depends on the quality of its faculty member. Respond to the emerging needs of the scientific communities interdisciplinary studies are needed. The article focus on the concept of the faculty development and different aspect of it then new approaches to the role of faculty in promoting interdisciplinary research located at the end of the analysis and new strategies is presented to improve the quality of interdisciplinary science.

Development of interdisciplinary sciences is a multidimensional issue, thus paying attention to the mechanism, capacities and obstacles for realization of developing these sciences is a complicated task to be done. Generalizing this matter is not possible and mentioning some topics is the only thing to do as it is not common among all sciences whatever is proposed in this scope. And even the possessed in common increases in a specific area, there happen the differences case by case. These complexities deepen widely while the interdisciplinary sciences are the result of two or more different areas ‘likeness. In this study it has been tried to investigate this matter in humanities. The term interdisciplinary is often used with prudence and is usually substituted by the terms “multidisciplinary integration “and “interdisciplinary integration” which in this study we try to use it prudently. It has been some decades that orientation course is dominated in worldwide campuses which focuses on proficiency and benefits and these are just the specialists or experts of a specific course who are allowed to study and theorize it. Because of complex societies and diversity of the issues, this method’s inefficiency has been revealed more in these recent years; and it is considered as the most important basis of interdisciplinary prevalence. Of course perception and better and more perfect recognition of phenomena are also a good motive for propagation of these studies. By the term interdisciplinary studies, the process of different scientific courses’ involving in replying a question, solving a problem or laying an issue is meant which is not possible to be studied by a certain major since it is so complicated. In efficient interdisciplinary studies each scientific major is used as a reliable source of information in scale. It is indeed a matrix-approach in different sciences’ utilization system, so these studies not only reach to new sciences by combination of information but also will provide a perfect perception of similarities and differences among majors. The difference in assumptions, points of views, procedures, language and technical terms of each major and cognitive obstacle in humans are the problems which limit the usage of these sciences. Here in this study the indication of importance and necessity of researchers’ extension in humanities and universities go first, then the concept of interdisciplinary researches and its conditions to be done is described(implementations’ obstacles of these studies and the ways to overcome them are proposed).
