Despite more than 70 years of planning and implementation of 11 five-year development plans, it has not only failed to achieve the desired success but is lagging behind many countries. One of the important perspectives in explaining this problem is the structural formation and the selection of the type of development plans and their impacts on Iran’s economy, society, politics, and culture. The initial emergence of planning in Iran was a combination of internal and external needs, geopolitical situation, and cognitive impairment. Therefore, while combining the above factors, a type of planning has been formed in the country that has not yet become native and internalized even after 7 decades and lack common understanding among stakeholders and officials about its performance and shortcomings. Iran’s current comprehensive planning has numerous shortcomings that cause a continuous increase in the country’s problems and difficulties to the point where they halt the development process. For this reason, all countries abandoned a comprehensive planning about 5 decades ago, but for various reasons, this is still dominant in Iran’s planning system. This article discusses the process of forming a comprehensive planning and its shortcomings in comparison with limited core planning. Ultimately, through utilizing global experiences, a core planning is explained and introduced as a comprehensive planning.}, keywords = {core planning lines for development,planning necessity,7th development plan,comprehensive plan,global experience}, title_fa = {ماهیت و ضرورت برنامه‌ریزی هسته‌های خط‌دهنده برای برنامه هفتم توسعه}, abstract_fa = {ایران اولین کشور درحال‌توسعه جهان است که به تدوین و اجرای برنامه‌ریزی توسعه روی آورده است. اما به‌رغم بیش از 70 سال سابقه برنامه‌ریزی و اجرای 11 برنامه توسعه، نه‌تنها هنوز به موفقیت موردنظر در این زمینه دست نیافته است بلکه از بسیاری از کشورهای جهان، عقب مانده است. یکی از دیدگاه‌های مهم در توضیح علل این مسئله، ساختار شکل‌گیری و انتخاب نوع برنامه‌ریزی توسعه و آثار آن بر اقتصاد، اجتماع، سیاست و فرهنگ ایران است. پیدایش اولیه برنامه‌ریزی در ایران ترکیبی از نیاز داخلی، نیاز خارجی، موقعیت ژئوپلتیک و ضعف شناخت داخلی است. بنابراین، در ترکیبی از عوامل مذکور، نوعی از برنامه‌ریزی در کشور شکل‌گرفته که هنوز بعد از 7 دهه، بومی و درونی نشده و شناخت مشترکی نزد صاحب‌نظران و مسئولین از عملکرد و اشکالات آن وجود ندارد. برنامه‌ریزی کنونی ایران که برنامه‌ریزی جامع است، دارای اشکالات عدیده‌ای است که باعث افزایش مستمر مسائل و مشکلات کشور تا جایی می‌شود که فرایند توسعه را متوقف می‌کند. به همین دلیل از حدود 5 دهه قبل تمام کشورها برنامه‌ریزی جامع را کنار گذاشتند اما به دلایل مختلفی این نوع برنامه‌ریزی هنوز بر نظام برنامه‌ریزی ایران مسلط است. در این مقاله به روند شکل‌گیری برنامه‌ریزی جامع و اشکالات آن در مقایسه با برنامه‌ریزی محدود هسته‌ای پرداخته می‌شود. درنهایت با استفاده از تجربیات جهانی، برنامه‌ریزی هسته‌های خط‌دهنده توضیح داده شده و به عنوان مکمل برنامه‌ریزی جامع معرفی می‌شود. }, keywords_fa = {برنامه‌ریزی هسته‌های کلیدی خط‌دهنده برای توسعه,برنامه‌ریزی هسته‌ای,برنامه‌ریزی توسعه,برنامه جامع}, url = {http://www.isih.ir/article_429.html}, eprint = {http://www.isih.ir/article_429_aa446509824b2eab3b5e3786f20e2d11.pdf} }
