The Idea of citizenship and the related rights and duties is at the heart of the basics of the modern state and its formation, with its very influential role on the legal structures and processes of decision-making of democratic regimes. The Charter on Citizens’ Rights, published by the government of the Islamic Republic of Iran, confirms and clarifies the rights and duties of the citizens, and notified them to all governmental offices. Here I critically evaluate the contents of the Charter by using a multidisciplinary approach, showing its strengths and weaknesses for further revisions. In what follows, I offer a review of the history of the development of the idea of citizenship and its philosophical foundations in the first section. The second section is concerned with presenting very briefly the three main approaches to citizenship, i.e. the liberal, communitarian and republican, and their ethical, political, philosophical and sociological dimensions. The final section focused on the evaluation of some of the main themes of the Charter, following by some suggestions for further consideration.

A university based on a hundred-year history of teacher training centers was founded in the year 2000 under the name of "Farhangian University that the purpose is to provide, train and empower the teachers and staff of the Ministry of Education to provide exemplary citizenship to the community and nurture Iranian citizens. This study was a correlational and correlational study that was conducted on all students of Yazd Farhangian University. The results showed that half of the statistical population was 20 years old and only 16% were married. Also, the mean scores of religious values indexes (61.6), goal orientation (67.5) and organizational citizenship behavior (82.5) were also between the religious values at work and goal orientation. There is a positive relationship with organizational citizenship behavior. In addition, these two variables accounted for a total of 54% of the changes in organizational citizenship behavior of students at Farhangian University. In this regard, it seems that in order to have future citizens, we need to educate the targeting and spirituality variables in the work and social environment.

Iran have the longest history of development program among the under developing countries, but it is still a developing country. None of the country development programs including before and after the revolution, has reached its economic goals. Nowadays, the country has not suitable development position among the world countries, but sometime has been witnessed a retreat. The main goal of this paper is analyzing the economic achievements of 70 years’ development programs and their effective factors from the viewpoints of mental structures. Research required data have collected through interview with development planers elites and some documents. Collected data analyzed through grounded theory and inductive reasoning. Findings show that economic goals of development programs have not realized after 70 years. Because the programs are not based on strong theoretical foundations and in accordance with country natural, economic and social condition. Therefore, People voluntary participation not guaranteed due to lack of democratic structure. Work does not have a significant validity; in spite of low economic weight of country among the world, a large share of world politics is being pursued in this country. The impact of natural, economic and social stabilities on production development does not matter and economics is not considering as an organic phenomenon. Therefore, negative mental structures play an important role in failing to fulfill development programs in Iran.

Underdevelopment is the main problem in developing countries including Iran. This problem always has been concerned of thinker and policy makers after the Islamic Revolution that has created multiple discourses and has made different relations with development planning in different periods. The Period after the Islamic Revolution until 2013 within five social situations was studied based on situational analysis method (logic of the situation) for describing obstacles of development planning. It has been tried to analyze situation of development planning, especially oriented to critical humanities in each period. Actors, institutions and main streams that effect process of planning and making decision have been evaluated. Results show that development planning and modernization processes in Iran face to fundamental challenges in two theoretical (critical rationalism) and practical (social engineering) levels. Success in development planning in terms of epistemology requires realistic understanding of problems, progress humanities and critic thoughts and also it needs gradual reforms, critic of performances and expanding social participation in policy processes in social aspect.

The debate on planning and development to achieve it has always been a serious concern of the country. However, in spite of the efforts conducted, regional development has been associated with plenty of locks-in and barriers. The question of this article is why the Khuzestan region faces long-standing problems despite its abundant resources and high development capacity. To answer this question, a model of a productive mechanism has been developed based on an idea, so that if these mechanisms are present and act as expected, then the reasons for the events and the current situation in the region will be explained. This paper has used reproductive logic within the frame of critical realism paradigm. It has a critical look at the subject in addition to the explanation. The explanatory model of this research has a core (the concept of extraction) that has created five other concepts (environmental drainage, economic monopoly; the center’s dominance in the same time the delegation of authorities from a political point of view; cultural dependence and social fiction with a zero-sum altogether from the social point of view). They, in aggregate, have formed the basis of regional development and the dominance of this thinking in the planning of the region over the past few decades, the mechanisms and rules that have been governing the lock-in and barriers of regional development. To address this problem, it is necessary to pay attention to integrated planning and change the extractive thinking in regional and national policy-making, planning and management.

This article investigated trade-off between human and natural resources emphasizing on education. Some studies have argued that resource-rich countries are exposed to relying on natural resources and neglecting human resources. So that emphasizing on education as a tool of investing in human resources was declined. Ratio of the share of resources rent to the share of taxes was introduced as representative of political economy of natural resources. This variable controlled effects of changing the natural resources rent management. International tests scores (TIMSS, PIRLS and PISA) were considered as education quality measure. A panel data model with fixed effects approach was applied as econometric method at the estimating of education production function‘s parameters. The findings revealed that effects of political economy of natural resources were significant and then education quality diminished while share of natural resources rent at the government revenues increased. In most cases estimated coefficients for the variable of the share of resources rent to the share of taxes’ ratio were robust and negative effect of reducing the dependence of the economy on resources rent on the quality of education was confirmed.

It is well known that environmental problems, including water crisis, nowadays are much important to natural science as to social science. This research is to study the theoretical relationship between communication and water and the potentialities of water communication as an interdisciplinary area to manage water crisis in Iran. Herve-Bazin ' water communication model as a suitable pattern for depicting the theoretical approaches explaining water communication issues, considers this discipline as an intersection of environment communication, development communication, risk communication, health communication, science communication, public communication, political communication, law and responsible communication. Explaining the various aspects of water issues in Iran, this paper proposes a promoted model containing different theoretical areas on water communication. At the end, it concludes that Iranian environmental journalists and media activists can change the constructivist approaches to water crisis and catch more attention to social and cultural aspects of water crisis by focusing on the strategic communications in designing messages related to water crisis in media outlets.
