Regions have challenges with the phenomenon of injustice from many aspects, and in different areas suffer from inappropriate distribution of benefits and lack of suitable access to services. Therefore, regional development, especially in developing countries, has always faced many challenges, including inequality and spatial injustice. In order to overcome these challenges, justice-oriented approaches such as territorial justice, environmental justice, and spatial justice have been raised. Therefore, this paper intend to review the scholarly literature of spatial justice on the regional scale to clarify the theoretical ambiguity in this field. The article is based on a systematic review and content analysis strategy. Systematic review is a second-order analysis that seeks to not only synthesizes the results of prior works, but also to reflect upon the processes within those researches. Methods such as open coding were used to collect and analyze the data. As a result, by using both systematic review and content analysis, the subject matter is explicated and organized, and thus the conceptual background that characterizes the development and change of this issue are discussed. The results indicate that the spatial justice had not been well defined. Existing concepts and approaches were contradictory and underdeveloped with respect to incorporation of crucial concepts found in both justice theory and regional theory. To advance this growing field, more conceptual clarity is needed. Also in case, it has been aimed to add relevance and momentum to the literature of spatial justice at regional level by developing a foreground for the future studies.

Economic growth and development is one of the goals that every economy pursues and the reason for this is the existence of many benefits that economic growth achieves. Therefore, in the seventh development plan, like other previous plans, the issue of growth and development must be considered In this regard, special attention should be paid to the concept of land management and sub-sectors with advantages, such as tourism. Tourism as the fourth most lucrative industry in the world It has high economic and social benefits, the development of which is one of the cheapest methods of economic growth in the Seventh Development Plan. in this study, the effect of foreign tourism on the economic growth of Iran's provinces in general and the separation of 9 land management zones were studied. To be suggested as an important sub-section in the seventh plan if it has an effect And the possibility of policy-making by planning areas To achieve this, the data panel method and quarterly data collected from the Statistics Center of Iran and the Cultural Heritage Organization during the years 1389 to 1695 were used. The results showed that tourism has a positive and significant effect on the economic growth of Iranian provinces The highest effect is in areas 5 and 8 of land management and the least effect is in area 6 of land management Therefore, in the seventh plan, special attention should be paid to capacity building in one sub-section.

Despite a long history of planning, Iran still faces many economic and social problems. Production as the most important pillar of industrial development has many problems. The main question is what are the problems and disadvantages of development programs in the economic and cultural fields, to support production and productive activities and industrial development? For the answer, the analytical-descriptive method and content analysis in the framework of the theoretical foundations of the institutionalist economics approach have been used. A review of development programs shows that most of the production protection laws in development programs have been financial protections, but the production sector still faces the problem of supporting and receiving financial facilities. The results indicate that lack of clear industrial development strategy, lack of attention to anti-production economic culture, lack of identification of productive activities, attractiveness of investing in unproductive activities, lack of appropriate tax policies, lack of access to all bank accounts, lack of transparency, unstable macroeconomic environment And the insecurity of property rights is one of the most important problems of production and has caused financial protections to lead to unproductive rents and increased rent seeking. Another important but neglected issue in development planning is the lack of strategy for the transformation of economic culture and the mood of society in the path of industrial production and development. Neglecting this important has increased distrust and reduced social capital and anti-production culture.
