Despite a long history of planning, Iran still faces many economic and social problems. For instance, production as the most important pillar of industrial development encounters with enormous challenges. The main question is what are the problems and disadvantages of development programs in the economic and cultural fields, to support production and productive activities and industrial development? To respond, the analytical-descriptive method and content analysis in the framework of theoretical foundations of the institutionalist economics approach have been used. A review of development programs shows that most of the production protection laws in development programs deal with financial ones, but the production sector still faces problems despite financial support. The results indicate that the lack of clear industrial development strategy, the lack of attention to anti-production economic culture, the lack of identification of productive activities, attractiveness of investing in unproductive activities, the lack of appropriate tax policies, the lack of access to all bank accounts and transparency, unstable macroeconomic environment and insecurity of property rights are the most important problems of production and have caused financial protections to lead to unproductive rants and increased rant seeking. Another important but neglected issue in development planning is the lack of strategy for the transformation of economic culture and the mood of society on the path of industrial production and development. Neglecting this important issue has increased distrust and reduced social capital and anti-production culture.

A UN report has identified three ten-year development waves of science, technology and innovation policies in Iran since the beginning of the 1990s. The first wave focused on the development of higher education, the second on the development of research and technology, and the third on the knowledge and innovation–based economy. Thus, the ground and emergence of startups became fertile since the early 90s. A review of internal and external studies and articles on the success and failure of startups indicates a lack of sociological vision and approach and therefore this issue is the main reason for our study. A qualitative method was applied in the study in order to understand the biological world and social attitudes of actors of this ecosystem. Our most important tool was in-depth interviews with people with their narrative and firsthand experiences, then, they were categorized, sorted, and conceptualized (taking into account Clark and Brown's six-step inductive method). The statistical population included six managers and startup owners, two of accelerator managers and six associates. After summarizing and categorizing the findings, we obtained 5 groups of variables (themes) named PESTE where P is for Politics, E for Economy, S for Socio-cultural, T for Technology and E is the sign of Education. Since social ecology of startups in Iran and the world at large are very new and fledgling, but with their application to the modern world, they are certainly very complex and multifaceted, hence, it will definitely encounter failure if one of its five pillars are not fit and accompany each other.

A university based on a hundred-year history of teacher training centers was founded in the year 2000 under the name of "Farhangian University that the purpose is to provide, train and empower the teachers and staff of the Ministry of Education to provide exemplary citizenship to the community and nurture Iranian citizens. This study was a correlational and correlational study that was conducted on all students of Yazd Farhangian University. The results showed that half of the statistical population was 20 years old and only 16% were married. Also, the mean scores of religious values indexes (61.6), goal orientation (67.5) and organizational citizenship behavior (82.5) were also between the religious values at work and goal orientation. There is a positive relationship with organizational citizenship behavior. In addition, these two variables accounted for a total of 54% of the changes in organizational citizenship behavior of students at Farhangian University. In this regard, it seems that in order to have future citizens, we need to educate the targeting and spirituality variables in the work and social environment.
