This article seeks to show the position of "social dimensions of quality of life" in the development plans after the victory of the Islamic Revolution in Iran. The article is interdisciplinary in nature since it combines socio-economic issues of development affecting the quality of life. In this regard, the social dimension includes "social-economic security", "social cohesion", "social integration", "social empowerment" and "social sustainability". The main purpose of this article is to answer two questions i.e. "In which development plans more attention has been paid to social aspects of the quality of life?" and, "Which of the social dimensions of quality of life have been considered in development plans?" “Content Analysis Method” has been used to analyze the concept in the text pointing to development plans. The main findings in relation to the aforementioned questions were: “The Fourth Plan” and "Economic-Social Security". Other significant results were: The highest and the lowest presence of each of the social dimensions of quality of life in development plans.

Despite a long history of planning, Iran still faces many economic and social problems. For instance, production as the most important pillar of industrial development encounters with enormous challenges. The main question is what are the problems and disadvantages of development programs in the economic and cultural fields, to support production and productive activities and industrial development? To respond, the analytical-descriptive method and content analysis in the framework of theoretical foundations of the institutionalist economics approach have been used. A review of development programs shows that most of the production protection laws in development programs deal with financial ones, but the production sector still faces problems despite financial support. The results indicate that the lack of clear industrial development strategy, the lack of attention to anti-production economic culture, the lack of identification of productive activities, attractiveness of investing in unproductive activities, the lack of appropriate tax policies, the lack of access to all bank accounts and transparency, unstable macroeconomic environment and insecurity of property rights are the most important problems of production and have caused financial protections to lead to unproductive rants and increased rant seeking. Another important but neglected issue in development planning is the lack of strategy for the transformation of economic culture and the mood of society on the path of industrial production and development. Neglecting this important issue has increased distrust and reduced social capital and anti-production culture.

Given that natural disasters are unforeseen and unavoidable events, paying attention to these is very important in the country's macro policies and development plans, especially the Seventh Development Plan. For this reason, it is necessary to have a clear understanding of the importance and impact of disasters on development policies and programs in order to integrate natural disaster considerations into policies and programs of all sectors. Accordingly, in this article, while introducing the basics of natural disasters, some of the most important natural disasters including earthquakes, floods, droughts and dust storms and their effects are reviewed. In order to provide a better understanding of the situation of Iran in the world’s natural disaster risk map, a comparison of Iran's position in the field of natural disasters with 190 other countries has been done using INFORM global index data. According to this report, Iran is ranked 142 and is severely affected by natural disasters and suffers huge losses annually. Therefore, on the eve of the seventh development plan, strategies, policies, programs and measures to reduce the effects and consequences of natural hazards in the framework of disaster risk management and reducing the effects and consequences of each natural hazard should be given special attention. In this article, in addition to analyzing natural disaster management in Iran, some solutions are proposed for the Seventh Development Plan.

Economic growth and development is one of the goals that every economy pursues and the reason for this is many benefits that accomplish economic growth. Therefore, in the seventh development plan, like other previous ones, the issue of growth and development must be taken into account. In this regard, special attention should be paid to the concept of land management and sub-sectors that have advantages such as tourism. Tourism as the fourth most lucrative industry in the world, has high economic and social benefits, the development of which is one of the least costly methods of economic growth in the Seventh Development Plan. And since Iran is one of the top 10 countries in the world in terms of tourist attractions and one of the top 15 countries in terms of tourism diversity and one of the top 8 in the world in terms of diversity of handicrafts whereas in terms of climate diversity on the one hand and the existence of unique historical and cultural sites on the other, it is one of the few countries that has an absolute advantage in attracting world tourism. Therefore, in this article, the effect of foreign tourism on the economic growth of Iran's provinces in general and the separation of 9 land management zones in particular were studied to be proposed as an important sub-section in the seventh plan with respect to impact and the possibility of policy-making for planned areas. To achieve this, the data panel method and quarterly data collected from the Statistics Center of Iran and the Cultural Heritage Organization during 2011 to 2018 were used. The results showed that tourism has had a positive and significant effect on economic growth in most provinces of Iran. The highest effect is in areas 4 and 5 and the least effect is in areas 8 and 9 of land management, respectively. Therefore, special attention should be paid to capacity building in this sub-section in the seventh plan.

Iran is the world’s first developing country that has been engaged in compiling and executing development plans. Despite more than 70 years of planning and implementation of 11 five-year development plans, it has not only failed to achieve the desired success but is lagging behind many countries. One of the important perspectives in explaining this problem is the structural formation and the selection of the type of development plans and their impacts on Iran’s economy, society, politics, and culture. The initial emergence of planning in Iran was a combination of internal and external needs, geopolitical situation, and cognitive impairment. Therefore, while combining the above factors, a type of planning has been formed in the country that has not yet become native and internalized even after 7 decades and lack common understanding among stakeholders and officials about its performance and shortcomings. Iran’s current comprehensive planning has numerous shortcomings that cause a continuous increase in the country’s problems and difficulties to the point where they halt the development process. For this reason, all countries abandoned a comprehensive planning about 5 decades ago, but for various reasons, this is still dominant in Iran’s planning system. This article discusses the process of forming a comprehensive planning and its shortcomings in comparison with limited core planning. Ultimately, through utilizing global experiences, a core planning is explained and introduced as a comprehensive planning.

In a dynamic society, economic enterprises, in addition to the necessity of complying with organizational norms and attempts to achieve greater efficiency, should move in the direction of satisfying the surrounding society under the title of "Corporate Social Responsibility" (CSR). The needs of today's society push organizations to fulfill their social responsibilities for ethical work in a philanthropic way. Such behaviors are more manifested in the critical conditions and its necessity is doubled. The Covid-19 pandemic affected the health, economy, governance, etc. The economic domain, especially the performance of companies, has been the one impacted by this disease. In this article, while examining the effects of the coronavirus on the performance of economic units, the necessity of the 7th plan's attention to this aspect has been taken into account. For this purpose, the performance of companies was studied in the period of 2014 to 2019. The statistical sample included 113 companies that were selected through screening. The results of the hypothesis test showed that the Covid-19 had affected the performance of companies, but it did not have a significant effect in terms of production. The attention of companies to social responsibilities increased, but in practice, there was an increase in the price of products. The assumption of this article is social responsibility, a concept linked with social, cultural and economic components in critical situations, which can be an effective factor, while strengthening social and human foundations, helping governments and the society.

This article seeks to show how the fourth industrial revolution provided a ground for various innovations which in turn affected the traditional paradigm of the government planning. The article has resorted to the previous literature on the impact of technologies and the transformation in planning systems. An analytical synthesis of existing literature and its application in the planning has been taken into account. Findings indicate that the 7th Development Plan requires fundamental revisions in terms of paradigm changes caused by cyber-physical systems. In other words, cyber-physical systems have created new requirements and conditions so that traditional planning organizations change their direction towards Administrative Data and Big Data Analytics and move towards a new concept of administration, i.e. the government as a provider of information-communication platforms, and in general transform their administrative structure and human resources. This paradigm shift covers a wide range including the source of knowledge for planning as well as structures and processes of that planning. This transformation encounters government planning organizations with difficulties, that is, either they accept the paradigm shift or collapse. The article proposes a "Cyber intelligent planning and data mining organization" with the combination of the program and budget organization and the recruitment organization in order to track the transfer of planning tasks to the civil-professional sector and social entrepreneurship in public policymaking and the separation of the program from the central planning organizations.
