Abstract
This study aims to identify the key factors shaping the structure of scientific capital in influential research centers within Iran’s higher education system. Employing a qualitative, descriptive-analytical approach, the research draws on interviews with 15 experts and stakeholders from the Institute for Cultural and Social Studies—one of the country’s prominent academic research centers—and supplements these insights with content analysis of relevant literature on the state of research in such institutions.
Findings reveal that factors such as open and participatory research governance, researcher development and empowerment, scientific credibility enhancement, and supportive resources and infrastructure act as facilitators of scientific capital. In contrast, bureaucratic and hierarchical administration, reduction of scientific management to objectivism and quantification, low societal recognition and influence of research, lack of promotion of creativity, innovation, and scientific dynamism, and neglect of scientific capital cultivation and sustainability serve as inhibitors.
The study concludes that to play an effective role in research policymaking, academic research centers must promote indigenous interdisciplinarity, ensure the practical relevance of research, and foster active engagement of both internal and external stakeholders.
